This guidance, developed by the EPA, is designed to assist small municipal separate storm sewer system (MS4) operators comply with the ‘measurable goals’ permitting requirements. The guidance will assist MS4 operators in developing measurable goals, which allow permitting authorities (such as the EPA) to evaluate the effectiveness of control measures.
