Felicia Dell is a native York Countian. She attended Slippery Rock University, University of Salamanca, Spain, and Texas A&M University before coming back to York to begin her career in urban planning. She worked for a local engineering firm, C.S. Davidson, Inc., for several years then continued her career at the York County Planning Commission in 1989. She has held various positions during her years at the Planning Commission including Chief of Transportation Planning and Assistant Director. In the Spring of 2000, she was appointed to the position of Director upon the retirement of Jack Dunn. She manages the day-to-day operation, as well as the long-term direction of the organization.

Charles Smith grew up in Arlington, Virginia. He is a naturalist and ecologist with 26 years of experience in natural resource inventory, planning, management, monitoring and wildlife management. He is currently a branch chief for the Fairfax County’s Stormwater Planning Division, focusing on stream and natural area restoration. He worked for 17 years for the Fairfax County Park Authority, mostly in natural resource management, and five years for the Northern Virginia Regional Park Authority. Charles is a veteran of the United States Army.

Brian Van Wye is Associate Director of the Regulatory Review Division in Washington DC’s Department of Energy and Environment (DOEE). Brian led the development and implementation of new stormwater management regulations for DC, which are driving the installation of runoff-reducing green infrastructure (GI) through protective new stormwater retention standards and an innovative Stormwater Retention Credit (SRC) trading program. Brian is also responsible for DOEE’s SRC Purchase Program, which is a public-private partnership to accelerate the pace of GI retrofits in DC. Brian also manages DOEE’s water-related construction permitting programs, which protect surface and groundwater resources and reduce the risk of flooding.

Prior to DDOE, Brian served as Anacostia Riverkeeper, and previously he represented state clean water programs on behalf of the Association of State and Interstate Water Pollution Control Administrators. Brian has also worked in the building industry and as a Peace Corps Volunteer in sub-Saharan Africa.

Kristin Baja is the Climate Resilience Officer for the Urban Sustainability Directors Network (USDN). In this role, she is responsible for helping cities identify strategic ways to advance climate resilience planning and implementation, and build capacity to take action. Kristin directly supports cities by facilitating deeper relationships between local governments and other stakeholders while advancing learning, collaboration, and momentum around climate resilience and equity. Kristin focuses 70% of her time directly supporting cities in the Mid-Atlantic region and facilitating stronger regional connectivity.

Kristin has over a decade of experience in climate resilience, climate adaptation, hazard mitigation, floodplain management and equity. Kristin holds a Masters of Urban Planning and a Masters of Science from the University of Michigan. In 2016, Kristin was recognized by the Obama Administration as a Champion of Change for her work on climate and equity.
